PICS by Design Shelter Inc. of Toronto Canada has been designed to provide local hospitals, health authorities and emergency health services agencies with a simple portable and rapid deployable solution for temporary medical facilities. PICS was designed as an all hazards solution for any type of large scale field medical emergency. PICS was specifically designed for the worst case scenario being an airborne infectious disease event which would be present during a suspected or confirmed pandemic. This worst case design philosophy allows PICS to be utilized across a wide range of medical emergency events. Other applications where PICS technology will benefit the health care industry include hospital surge capacity, temporary emergency medical facilities, field hospitals, flu clinics and disaster relief operations.  Medical staff working inside a PICS facility can rest assured that they are being protected as best as possible from contracting contagious disease.    

 

PICS is a stand alone modular solution that provides all of the base shelter equipment plus air purification technology, heating, ventilating and air conditioning systems to set up a 10 patient unit in less than 60 minutes.  This facility can be erected virtually anywhere including parking lots, athletic fields, roadways and in extreme remote locations.  PICS is designed to be an all-weather facility so it can be deployed indoors or outdoors in any type of weather condition with an operating temperature range of -40ºC to +40ºC (NOTE: Design Shelter supplemental diesel fired air heating system is required for ambient temperatures below 0ºC).  The PICS uniquely designed air control system (PICS-HVAC) utilizes field proven air purification technology as well as a thermostat controlled HVAC heat pump system to dynamically control the internal air environment in real time.  Built-in automatic damper controls provide the desired amount of negative pressure and air changes (12+ air changes per hour) to exceed Centre for Disease Control (CDC) guidelines for isolation or containment applications. No contaminated air is brought in to the shelter or exhausted to atmosphere without first passing through the purification and filtration system.  

 

PICS is an economical alternative to building new infrastructure and provides the same functional benefits as a brick and mortar isolation or containment room.  In a matter of a few hours, emergency health care agencies can deploy a multi-patient isolation facility and become fully operational.  Since PICS has been designed as a series of stand alone 10 patient facilities, it provides the additional benefit of being able to interconnect multiple 10 patient facilities together by way of our interconnecting PICS-HUB and ante-room solutions.  This allows an individual hospital or regional hospitals the option to store 10, 20 or even 30 bed portable isolation facilities on-site,  then in a time of pandemic crisis, ship them out to the facility in need - with the ability to connect a significant sized complex together in relatively short order.

 

As an added benefit, when the crisis is over, the PICS-HVAC system has incorporated a unique ozone gas decontamination process.  Once the facility is fully evacuated post event, the ozone control is activated and left to stand for 24 hours.  The elevated concentration of ozone kills all contaminants and pathogens inside the shelter proper including on any equipment left inside.  Left to degrade over time the ozone dissipates and after several hours and it is safe once again to enter the shelter proper for manual decontamination or scrub down exercises.

ALL-IN-ONE PICS AIR PURIFICATION AND HVAC SYSTEM

 

·       PICS all-weather combination air filtration and purification system complete with remote thermostat controlled forced air heating and air conditioning (heat pump).

·       Filtration utilizing a pre-filter and micro fibreglass high efficiency particulate arresting (HEPA) filter and optional high efficiency gas absorption (HEGA) filters.  99.97% microbial capture at 0.3 microns.

·        Utilizes front HEPA filter face directed ultraviolet (UV) light for maximum bug killing efficiency.

·        Includes operator controlled ozone generation for post event shelter and internal equipment decontamination.

·        Automatic temperature control offering heat pump generated forced air heating at 13 kW (45,000 BTU/hr) and forced air cooling at 5 kW (60,000 BTU or 5 ton) each at 1,900 CFM.

FIELD PROVEN PORTABLE SHELTER SYSTEMS

 

·       Field proven versatile portable shelter system utilizes high quality aircraft grade anodized 6063-T5 and 6061-T6 aluminum framework.

·       Structural aluminum employed provides high strength to light weight ratio for superior stability in all weather conditions.

·       High quality anti-microbial vinyl coated polyester scrim cover set offered with UV protection, waterproof heat welded seams, rot and mildew inhibitors and meets national government standards for flame resistance and smoke retardance.

·       Double width hinged and latched doors provided at each end for easy shelter access and exit.  Threshold ramps also provided for easy wheeled gurney or wheelchair access.

·       Insulted cover set (R-12), heavy duty vinyl floor system and ruggedized fluorescent light and wiring harness set all provided as standard PICS package equipment.

·       No tools required for assembly – 2 persons can erect any PICS shelter in less than 30 minutes.

In most cases, powered equipment is designed to accept several different fuel derivatives including diesel, #1 heating oil, kerosene, JP4, JP5 and JP8 fuels.  Diesel fuel was selected to feed power systems because it is the most readily available fuel found globally and is stable enough to be flown to remote locations.  Modern power generation and electrical distribution systems are offered to make everyday electrical appliances part of the field hospital lifestyle.

 

Modern water systems are employed where applicable to include purification and filtration from any water source – fresh or from the sea. Potable water storage, water distribution systems, on demand water heating and shower and ablution systems round out DSI’s water system portfolio.

BACKGROUND

 

Design Shelter Inc. (DSI) is a wholly owned private Canadian corporation with primary manufacturing facilities located in Mississauga, Ontario Canada. Sales and administrative offices are located both in Mississauga and Vancouver, British Columbia. Design Shelter actively sells to both domestic and international markets worldwide.

 

Incorporated in 1993, DSI began operations primarily catering to the forestry and mineral exploration markets.  Continual growth of the product portfolio has lead to deployment of larger base camps for field based emergency services workers particularly in the forest fire fighting sector. Contracts in this initial public safety field spurned interest in urban public safety programs that required field deployments including search and rescue, CBRN and EMS programs.  From there the company branched out to include solutions for field medical assistance and disaster relief.
